For an upcoming game for PC, Grand Theft Auto IV (GTA IV) have released Recommended System Specifications and it's quite a high-end PC requirements.
OS: Windows XP SP2
Process: Dual Core Processor (Intel Pentium D or better)
RAM: 2GB (wow! you need a lot of Memory, lucky for those who are high-end)
Hard Drive: 18GB free HDD space ("Bigatin!")
Video Card: 512MB Direct3D 10 Compatible video card or Direct3D 9 card compatible with Shader
Drive: DVD-ROM dual-layer drive

My conclusion:
- Maybe this game you may not experience this on internet cafe that they have low-end systems, just stick to GTA: San Andreas or maybe it will come to you later.
- Good for enthusiast thus have high-end systems, better to look out or upgrade a new computer system OR the company would make a patch for make it optimize on low end systems, I know a lot (but not all) of internet cafe here in our country, Philippines. Don't have enough power to cope up with this kind of systems.
